Under the GreenShift Nepal Project, CREASION prepared and facilitated a validation workshop on the Draft Solid Waste Management (SWM) Regulation, 2081 of Lalitpur Metropolitan City (LMC) on 25 November 2025. The draft regulation was developed with technical support from WindPower Nepal.  

During the workshop, the draft legal document was formally presented, and distributed to gather detailed review and feedback. The session was chaired by Ms. Manjali Shakya Bajracharya, Deputy Mayor of LMC, and attended by Mr. Khagendra Prasad Wasti, Director of the Law and Human Rights Division, Mr. Pradeep Amatya, Environment Engineer of LMC, along with other senior officials and representatives from relevant municipal departments.  

The WindPower Nepal team provided a comprehensive overview of the draft regulation, highlighting its key components and proposed legal provisions. In her remarks, the Deputy Mayor emphasized the existing challenges faced by the metropolitan city in effective waste management, noting that current efforts are largely limited to collection and segregation. She stressed the importance of empowering recyclers and private waste enterprises to strengthen the overall waste management system.  

Mr. Pradeep Amatya highlighted occupational health and safety risks faced by waste workers and pointed out the insufficiency of dedicated funding to ensure adequate safety measures for those engaged in city cleaning and waste handling. Meanwhile, Mr. Khagendra Prasad Wasti underscored the need to align the draft regulation with national waste management laws and ensure consistency and relevancy with environmental policies for effective implementation.  

A total of 13 participants, including municipal officials and departmental representatives, attended the workshop. Concluding the session, Mr. Pradeep Amatya assured that all feedback collected during the workshop and from subsequent departmental reviews would be consolidated and shared with WindPower Nepal for revision and finalization of the draft regulation.
