MERL Officer

Position Overview:

This position will be responsible for developing and implementing Monitoring and Evaluations system and plan, including a database to store and aggregate collected data in terms of waste segregation and management. The MERL (Monitoring, Evaluation, Research and Learning) Officer will provide technical expertise and leadership to generate and analyze quality evidence and data through monitoring, assessments, and evaluations. This position promotes learning and ensures accountability to both beneficiaries and donors.

Key Responsibilities:

1. Implementing M&E 

  • Develop and maintain a MERL framework with defined goals, outcomes, outputs, indicators, data needs, and reporting standards. 

  • Work with the Project Management Team to integrate and operationalize the MERL framework into project activities. 

  • Lead project evaluations (baseline, mid-term, impact) and support data collection and analysis to establish benchmarks and targets. 

2. Internal Data Quality Control and Project Information Management 

  • Assist the Team Lead in managing the Grant Management System. 

  • Maintain and harmonize project databases with program inputs, outputs, outcomes, and impact data. 

  • Coordinate the timely collection and analysis of performance data, ensuring compliance with donor requirements and local/national goals. 

3. Research and Reporting 

  • Design and support the implementation of project assessments and surveys. 

  • Prepare detailed reports on M&E activities and processes as required for internal and external     stakeholders. 

  • Develop and maintain consistent data reporting methodology to support decision-making. 

4. Documentation and Compliance 

  • Ensure compliance with MERL policies and procedures. 

  • Lead documentation efforts to maintain regulatory and organizational standards. 

5. Coordination and Networking 

  • Work closely with provincial and local governments, CSOs, waste workers, enterprises, and community members. 

  • Share results and best practices to enhance project implementation and effectiveness. 

 

6. Administrative Support 

  • Support the Team Lead in managing calendars, scheduling meetings, and handling correspondence. 

  • Organize and maintain financial records and documents related to MERL activities. 

 

7. Collaboration and Communication 

  • Collaborate with team members across departments to gather and analyze data. 

  • Communicate effectively with all project stakeholders to monitor progress and document key issues   and best practices. 

Additional Responsibilities 

• Perform any other tasks as instructed by the Supervisor as needed. 

Required Qualifications and Skills 

  • Master’s degree in statistics or economics; or a degree in a relevant field with substantial course work in qualitative and quantitative methods. 

  • At least 5 years of professional experience in designing and implementing M&E systems in the context of development organizations 

  • Proven track record in designing and implementing monitoring and evaluation systems as they are practiced in the context of humanitarian response, longer-term early recovery and DRR programs of similar size and complexity. 

  • Prior experience in building or strengthening monitoring systems, quantitative and qualitative analysis, survey and sample design, and promoting evidence-based program management with a strong understanding of the risk profile across systematically marginalized and vulnerable groups. 

  • An understanding and demonstrated commitment to the importance of diversity, equity, inclusion, belongingness and accessibility. 

  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations. 

  • Strong written and verbal communication skills 

 

Contract Duration 

• 2 Years, with potential for extension based on performance and funding.
